TRA, SIRE and DIAN for hotels in Colombia: what your software should handle

By Neurtul Team · Published · Updated

A hotel in Colombia registers its guests on MinCIT's Accommodation Registration Card (TRA), reports foreign guests to Migración Colombia through SIRE, and issues electronic invoices under DIAN rules. Your software should capture guest data correctly once and keep it ready for those three processes. Legal responsibility stays with the hotel.

TRA: Accommodation Registration Card

Law 2068 of 2020 (article 22) requires tourist accommodation providers to register guests on the TRA, and MinCIT Resolution 700 of 2021 implements it through the SIAT system. It applies to hotels, hostels, aparthotels, glamping, tourist rentals and other lodging; an active National Tourism Registry (RNT) is required.

According to MinCIT, hotels with a PMS can authorize the PMS administrator to transmit data to SIAT (group 1).

SIRE: reporting foreign guests to Migración Colombia

Migración Colombia Resolution 2357 of 2020 states that hotels, hostels, aparthotels and other lodging establishments report foreign guests through SIRE on the same day as check-in or room handover. Establishments registered in SIRE do not need a paper register.

DIAN: electronic invoicing

DIAN Resolution 000165 of 2023 develops the invoicing system and adopts version 1.9 of the electronic sales invoice technical annex. In practice the hotel invoices through a technology provider or DIAN's own solution, and the hotel software should pass it the correct data.

What to ask of your hotel software

Pre-check-in with ID capture, a single guest record for TRA and SIRE, a connection to your e-invoicing provider and traceability of who recorded what. Neurtul's hotel software includes a pre-check-in link with ID photo and TRA/SIRE reporting, and e-invoicing through the hotel's own provider. Always verify current requirements with your advisor.
